In a statement on President Trump’s new Ensuring a National Policy Framework for Artificial Intelligence executive order, CTA CEO and Vice Chair Gary Shapiro praised the Administration’s focus on a unified national approach, including initiatives like the AI Action Plan and Genesis Mission to accelerate U.S. AI innovation.
Shapiro emphasized that preempting state and local AI laws recognizes that AI innovation does not stop at state borders and that only the federal government can set consistent nationwide guardrails. With more than 1,200 state AI bills introduced and over 100 enacted in 2025, startups and small businesses face a “conflicting, chaotic maze” of regulations.
